Im not you, and I am not sure how attatched you are to that civic, but I would sell the hatch, and the motor, to someone who wants to do the swap, and buy a RWD car.
10's are easily. With FWD it comes down to suspension setup. I'm running OmniPower Drag Coilovers with traction bars in the front, the same setup my buddy is running on his 10.4 second LSVTEC EG.
If you can get the swap that cheap, may as well. If it's not the K20A2 Type S, I wouldn't even bother. The K20A3 is a lame duck with no aftermarket support.
