Default strange starting issue

car is a 1990 Civic EX. When the weather is cool, as in anywhere below about 65 F, the car starts right up with no problem whatsoever. As soon as the weather gets warmer (and in San Diego it gets warm rather early), the car won't start. It will crank over, it has spark, and it has fuel. It's something apparently caused by heating that isn't allowing the car to start. Please advise.
