The specific differences between OBD-1 and OBD-2 ECU systems varies by manufacturer. But the additional requirements were developed by the federal government.

In a nutshell, the addtional requirements that begat the development of OBD-2 were developed to:
a) standardize the datalogging protocol and hardware.
b) incorporate additional sensors to more accurately monitor the emissions control system.
c) ruin the lives of automotive enthusiasts whilst providing an unending revenue stream for mechanics.
