Yea, you need to have 50 CI to do assassinations.
Fastest way to levelup is to attack someone double your level that is unarmed, do that about 5-10 times and you'll go up a dozen levels.
I was at like 63, hit razor a bunch of times and was at 75 in less than 2 hours.
