Default Wastegate NOT Opening/ Vacuum Problem?

Hi everyone,

I dont know if im posting in the correct forum but i'll put it here anyway. Me and my cousin just installed a T3/T4 turbo with a 38mm external Tial wastegate on his 97 del sol SI. We're pretty sure we hooked up the mechanical stuff correctly, we did run into a problem though hooking up the boost controller. This is how we have it set up:
-We ran our vacuum line off of the fuel pressure regulator (supposedly 31-38 psi according to Hayne's Manual)
-That vacuum line hooks into the boost controller (little rectangular module with a knob that tightens and loosens the boost)
-We also have a vacuum line gauge hooked into this line for the indash vacuum gauge but it isn't reading any suction/vacuum pressure.
-There is another line that runs off the boost controller that goes into a 3-way module. The second line off of this module goes to the blowoff valve and the third goes to the vacuum line that comes off of the wastegate.

We had a neighbor come over and look at and he doesn't think the fuel pressure regulator has enough suction to open the wastegate. It is an extermal Tial wastegate but I'm not sure of spring pressure(prolly high though since it was on a civic prior with full boost). When we rev the engine the turbo does spool, but the wastegate isn't opening up and the blowoff valve isn't releasing anything. I could get pics, but I think i gave a pretty good descritpion of whats going on.
