Default Tire Rubbing Wheel Well..please Help

Hi everyone,

I don't usually post anything because I like figuring stuff out for myself, but I think I screwed myself by buying cheap crap. I have a 98 civic and I lowered it with dropzone shocks and Tein H tech springs(? 1 1/2" drop ?). Somewhere along the line I lost a wheel well and now everytime I hit a bump on the road my front driver-side tire gets cut by the fender lip. I took it to get inspected and it obviously failed. My question is: could I put my stock springs back on the front while leaving the rear ones lowered (since it is not that drastic of a drop)? I was considering cutting the lip off, i guess that is what you guys call rolling the fender, but I think it would still rub. I just want it to never rub cuz I got a nice set of rims that I want to throw on it. I can't think of a problem this would cause, other than improper weight distribution, but I need this car for 2 more then I'm getting a new one. I am a fulltime college student so I am looking for a cheap fix, any suggestions would help (and don't say stop hitting bumps on the road).
