Drill a hole in it, buy a nipple fitting of the proper size, and weld it in above the running oil level.
and intercooler piping in confusing.. can i jus buy a intercooler piping kit on ebay and would it bolt right up??
It isn't confusing at all.

Filter -> Turbo -> Intercooler -> Engine. The blow-off valve is welded in between the intercooler and throttle body.

The ebay kits are a collection of bent pipes, cheap couplings and cheaper clamps. Don't buy them, they are not fitted to your car and do not have rolled edges.

If you mean a downpipe stock to the S15, all it is good for is the turbo side flange.
