Yeah, your dampers may be bad.

Understeer is normal, especially in tight corners, on larger radius corners it's fairly easily to deal with. If you get good with braking hard and releasing it at the right moment while coordinating it with the turn in at the right speed you can mitigate the understeer considerably and even induce oversteer.
