Sounds like a wiring problem. The blinking of the light means a sensor was tripped. Then the fact it chirps 4 times means a sensor was tripped. They both do this once the alarm was set off(your led should blink 4 times, pause, then repeat).
Now, sounds like you have a wiring issue. There is a wire from the alarm that is attached to the switched +12 wire running up to your ignition switch. It most likely is no longer attached or a fuse on the alarms side has blown. The reason I am specifing this wire is because if this wire(wire running into your alarm) were to get +12 volts, it would cause the alarm to reset and no longer blink the led or chirp 4 times. Have you ever worked with electronics before? Do you feel comfortable poking around under your dash? What model viper do you have?
