At interstate speeds (60mph+), you're better off with the windows shut and the AC on. Below 60mph or so, the drag from open windows is less substantial. And at city cruising speed, aerodynamic drag isn't really an issue.

On a long highway trip, the difference can be significant... a loss of 3-5 mpg due to drag with the windows down.
