If you are going to only run 3-4psi, don't waste your time. It will be difficult just to keep the boost that low.

You can't connect the turbo to the exhaust without a downpipe, and yes, you still need some sort of fuel management. At least a bandaide like a rising rate FMU. Going turbo is not cheap.
