I guess you could argue that women shouldn't be seen at all. They should wear full burquas that way no man will be tempted when they see them in public.
Or maybe it's just a fashion statement. In the picture, her skirt doesn't look
that short. When I was in middle school, the rule was that your shorts had to be longer than the tips of your fingertips with your arms straightened against your side. Her skirt looks like it could pass that test.
And I don't think that the number of sex offenders has increased because our "society has become more sexually liberated". Sex offenders have other whacked issues going on. Laws and better reporting could also lead to the impression that the numbers have increased dramatically when, proportionately, they could be about the same.
