1. if the parking ticket was issued during a time he has evidence he doesn't have the car, he's not liable for the "ticket" ... only the impound fees. He has a police report proving he doesn't have the car and couldn't make the violation in question.

2. if a parking ticket is issued, those go into a database at the end of the night or the plate is ran on the spot. This is how they put boots on cars. If the police issued a ticket to a stolen car, or didn't determine it was stolen on the spot ... then something is majorly wrong here. :a:
