You might want to consider a group intervention with a counselor on hand. When you approach her one at a time, she can easily over come you. Surround her with family, cousins, and anyone who knows her issue, then she can't run.

People only seek help if they think they need help. She'll never admit her wrongs unless it's forced in her face.
