I closed your other thread on this same problem... please don't make duplicate threads, go back and edit the old one.

If you suspect a bad relay, you can bypass it to test it and running a DVOM on the signal line.

Relays will rapidly click a few times in low voltage situations.

I really can't help anymore without seeing the thing. That car has a lot of serious issues.
