1/ Rebuild motor non-turbo probably your best bet for a new driver in his first car. This will last the longest and get him through highschool and college.

2/ Rebuild motor for a turbo. He's 16 y/o don't put him into a stupid fast car. Not wise. Too much car for a young kid. I know you love and trust him, blah blah, but he will stick his foot in th gas, especially w/a stinking turbo. What else is it for?

3/ JDM GSR low milage motor transplant. A USDM GSR transplant would not be bad if you can get everything for 2500.

4/ H22 motor transplant. Not for 2500, labor, mounts, axles, hubs, wiring, the motor, trans. etc. is not gonna be cheap.
