Default 00 Accord Part Identification

I was swapping out my rear brake pads on my 2000 Accord EX 4cyl sedan when I noticed something broken, and I have no idea what the part is, does, costs, and what it would take to replace. I think I should start with what it is, and go from there. I have some pics of the part below. It is located behind the wheel and looks to be some sort of control arm for the rear suspension. It is on the passanger side of the car.

Anyone know what that part is? The DIY degree of difficulty would also be greatly appreciated. Thanks!
