im assuming your talking about the golden eagle vtec conversion kit. All that does is reroute the oil lines so you don't have to tap the block for a new oil line. That just makes it easier to do an LS-Vtec. The basics of an LS-Vtec are still

-Vtec head (gsr/type-r/b16)
-Non Vtec block (CRV:b20 LS/RS/GS:B18)
-lots of fun stuff (new oil lines, cams if needed, valvetrain if needed)
-a few days of back breaking labor

what the LS-Vtec kit you've seen is, is probably just the head gasket replacement that will reroute the oil to the Vtec selenoid which comes on the VTEC heads.... search "howstuffworks:vtec" to really understand how a NON-Vtec head can never produce Vtec...ever
