Sounds like your tuner is completely incompetent.

It should idle at 14.7:1. From around 21 to 10 in/hg vacuum, it should be around 14.0:1-14.7:1 and even a little leaner at 15.5:1-16.0:1 at light throttle. From 10 to 0 in/hg vacuum, it should be around 13.0:1-13.5:1. In boost, it should be at 11.0:1-11.5:1. With the numbers you are showing, your gas mileage probably sucks ass and it probably feels pretty boggy since there is way too much fuel being dumped in.

The oil pan shouldn't be leaking at all after a new gasket. Were the bolts tightened in a criss cross pattern and the gasket coated with a little hondabond?

Your oil pressure seems a little high, but not too much out of whack. Are you running an oil restrictor? What weight oil are you running?
