well, 0 has no chance of coming up.
for 1: the pick-3 total can only be 10 (and the chances of pick-3 totalling 10 or under is quiet slim)
for 2: you have 11 or 20.
for 3: 12, 21, 30.
for 4: 13, 22, 31, 40.
etc.
so you can see the people to be pulled out of the bag first would immediately get the shaft.

edit > actually, the highest pick-3 can get to is 9 9 9, right? so, 27 is the upper limit. perhaps it would be mostly even across.
