Upsizing is the way to go. So you would need 16x7" with 205/45x16" tires to keep your speedo and odometer accurate. Actually depending on what your stock tire size is you might need 205/40x16".
As for the rear strut bar it's not illegal to have it with passengers. The strut bar will be in the trunk area and will not affect your rear seat passengers. A roll bar would be illegal to have with passengers AND dangerous also.
