honda uses a pgmfi relay and they do go out. it controls the pump and the fuel injection. you can pull the relay and power it to make sure that it is grounding/powering the circuit. also when the relay is removed you can check for power and ground at the proper terminals. you will need a wiring diagram for that. crank your engine over a few times them pull a spark plug and smell it for gas. then you know if you are getting fuel..
the pgmfi relay is usually under the dash on the driver side near your left foot
