I don't think it would be... because most welds are going to be from a wirefeed right? And that wire isn't stainless steel... I need to take a class in this crap.
Uh it depends on what type of weld you're making. If you're feeding a line that's not stainless steel, obviously not. If you're doing a tack weld, then yes. You should probably take a class on how to properly weld before you try it, it's pretty tricky and very hard to make a very strong and durable weld look halfway decent.
