Yes there is a known problem with the SS transmission from Honda. It has been a issue since it came out. In the 97-01 Preludes as well.

There is a recall on the tranny, all years of the TL and 01+ CL from what I recall. Its a full service replacment recall at no charge. As long as the transmission is causing serious jerking, downshifting or non-shifting.

If car really has 13k, def change the transmission oil. That might be the issue. If the problem still persists, and gets worse, see a dealer about it.
