Towson is a solid school and is pretty fun (i've got a few friends there)

UMCP is a great school but its fucking huge... i was there for a year and a half before coming up here to Vermont recently. Be warned that if you're looking for on campus housing at UMD, you won't get it. Transfer students go straight to the bottom of the list.

If you're really worried about things, I'd say go with Towson. I grew up in MD (couldn't have been all that far from you given the distances to the schools) and Towson has only become better and better. UMD is very easy to get lost at and none of the prof's really give a shit, but you'll leave with a good reputation....
