That car has a significant amount of custom bodywork done.
It's not to my taste, but that's irrelevant.

The headlights were from an S15 Nissan Silvia.
The tailights were from an R33 Nissan Skyline.
The front bumper looks like a modified "R33" style bumper for 94-01 Integra and I bet the sideskirts are from the same "kit".
The front fenders are probably from an S15 conversion "kit" for the DC Integra, but they could also be OEM fenders that have been trimmed and flared.
The rear bumper has been molded in apparently; it could have come from anywhere.

The enormous - and obviously non-functional - ducts on the sides of the car are custom-fabricated, using aftermarket "NSX" style ducts as the starting point.

Re: B20-VTEC (aka CRV-VTEC) conversion.

As far as the B20 - VTEC (note the lack of an "H") conversion, the only way to confirm the existence of a B20_ block it is to read the casting on the engine block itself. The pictures provided do not show the block in sufficient detail.
