You are going to need a chip kit and a chip burner. Those can both be bought from moates. The documentation you linked me to was for installing a datalogging device. You will want one of those, but they won't allow you to modify any information on the chip.

If you want real time programming like Hondata has, you need to look into the Ostrich, which is also sold on moates.
