I was always sceptical of the TBW system. It seems the older "throttle by mechanical wire" is better than the newer "throttle by electrical wire". Anything new on cars usually has bugs in it. More so with the Big 3.
I don't think it's an error, per se. The car is trying to keep you in check by preventing overthrottling. My parents Maxima does the same thing with regards to traction control. In low traction situations, it won't open the throttle very much even if you floor the pedal.
