Cams are not defined by stages.
The key components to a cam are lift and endurance. By itself, a cam with greater lift will open valves further. Also, a cam with greater endurance will keep the valve open for a longer period of time.

In order for those definitions to make any sense, you must know how camshafts and valve play a role in how an engine works.
