u could do that... but what do you consider "not breaking the bank" i know guys who'd consider that in the 1000's and i know guys (like me) who don't have a bank as is... o well... turbo is a good idea... it seems like your leaning towards a N/A setup...it is up to you.... cam gears and underdrive pulley will do very little for you... don't bother.

as long as the cams are for a c5 head... then your fine.
