First make sure a dust shield isnt making contact with the rotor.

Second make sure the pad is installed correctly, IE the dot on the pad mates with the caliper. If not, the pad will sit crooked and make contact with the rotor as its turning.

Third, make sure you applied permatex to the back of the pad.

Judging by your symptoms, sounds like #2.
