IMO, 10psi is pushing it on any open-deck block. Besides, a B18C1 running 8psi will net an additional 60-80hp, which is plenty for such a light car.
But other than that minor point, that hondahookup page isn't half bad.
It is certainly important to upgrade your cooling system when installing a turbocharger system. I've always been a little skeptical of plastic end-tanks anyway...
