He's talking about the preload perch not the actually seat the springs sit on. Some coilovers have a preload perch and the spring perch.
In effect if you raise the preload perch the car should sit higher off the ground. The ride should still be the same since you are not changing the shock stroke length, or the spring rates. So it should ride the same just have more clearance.
