I'd think they wouldn't use past tense in saying he was suicidal. He was then and now his life just got alot worse. He was shot while trying to kill himself, He failed killing himself, his life is fucked, hes arrested, kicked out of his school, he has a felony under his belt already, attempted murder. If you were suicidal to that point before, then you're going to be after too.
