Citizen Kane is an amazing movie, you have to consider the techniques used in 1941 on that movie were very advanced for its time, Orson Welles does an amazing job as actor/director, he uses subjective camera angles brilliantly troughout the film.
I could go on and on about this, you dont really make a good point by saying its an awful movie because it did not get top honors in '41.
