Absolutely, the enamel will stick to bare stainless without a problem.
The differences in metallurgy between "mild" steels and stainless steel do not interfere with the bonding process for enamels. Many stainless steel appliances have an acrylic clear-coat finish on the steel surface; RSR just chose to use an opaque enamel for durability.
Hell, with good quality control on the steel and thorough painting, the exhaust might very well outlast the car.
