Yes, but more so... A stroker kit increases the circular diameter at which the crankshaft spins at. The increase in diameter provides more low end leverage (torque) at the expense of crankshaft speed.

to help understand this... picture a 6" ratchet and a 2' breaker bar. The breaker bar (equivalent to the stroked crankshaft), will provide more torque since it allows for less work to be done in a greater distance span. On the other hand the 6" ratchet (not-stroked crankshaft) provides much less torque since a greater amount of work has to be done in a smaller distance span.
