if he doesnt pay that fine then target could take him to court.
If he pays the fine he should be court free.
I just saw the letter, it says someting like "important notice: payment of this is a release of your civil liability, but does not preclude possible criminal prosecution by local law enforcement"
so wouldn't that mean that he isn't court free?
