Default Shoplifting charge

One of my good friends was caught shoplifting a $19.99 xbox game from Target a few weeks back. He's never been in any sort of trouble before, and he cooperated with everything and didn't give Target nor the police any problems. He just called me up and told me that he got a "Assets Protection Recovery" charge from Target that says "the amount of this demand is $229.99". How on earth can they fine him that much for a 19.99 item. This isn't even the fine from the court, this is from Target. This doesn't seem right.
