Your tach is probably off, because VTEC switches cam lobes at 4400. Are the board traces burnt? If so, it's a bitch to repair. If the outlined part is blown, you can replace that...but you better be handy with a soldering gun. I'm not sure exactly what that portion controls, if anything...but the idle is usually controlled by the big chip that people replace. Does it look like an aftermarket chip is in there? You should be able to tell by looking at the bottom of the board at the solder joints.
