They aren't being penalized for being retarded, in fact they are benefitting.. If they were to have children, it wouldn't affect them negatively, because they'd be in the same position without the reward. I think that the good solid way to progress is to encourage intellectual growth, but still save lives through medicine. Humans have way too many emotions otherwise.
