TypeSH: yes, the dual filament switches between the two, it doesn't just activate the other.

for the jdm lights, i dunno bout the fako ones, but on the real deals the outter bulb is an H4 and the inner is an H1. The outter lights provide high and low beam in one while the inner is used as a foglight. You can substitute an H4 harness for an H1 since the H1's are a kinda rare (97+ prelude foglights use them) and just leave two of the connections unused. To wire them correctly you'll need a set of relays to switch the H4's. Word of caution, those inner "fog lights" are bright as hell... they seemed to be aimed a little high and a bit bright to be fogs so i just use them as my high beams.

you really can't tell the diff b/t the real ones and the fakos unless you look real close. they're both plastic and look identical from a distance, i haven't had a chance to compare the beam pattern side by side... don't kno if i really care that much. =]

get the real ones for bragging rights, the fake ones to be practical, altho neither is legal.
