I'm from PA and when I purchased a car out of state (3 times) I was told by Brimmer's (tag place) to just use a plate off one of my cars to drive it back. Sign the paperwork from the seller, bring everything to a notary/tag place and pay the tax and tags fees and you are good.
I would call to make sure of it though.
