He won't act on North Korea as long as he has some faint idea that they have nuclear weapons. There is too much of a risk to South Korea and Japan, both of whom are our allies and since the Japanese are not on the UN Security Council and have been trying for awhile to get on it, this would not bode well with the fact that the US might endanger Japan without them having a say in it.
