If they are going to adopt the CARB certification-based laws, then forget about building a "homebrew" turbo. I need to know what kind of laws NY state is considering before I can give you a detailed response on how it will affect your tuning plans...

But in a general sense, if they follow California's lead, the bottom line is that aftermarket parts without a CARB Exemption Order # are ruled de facto illegal modifications. The end result? You fail the visual inspection and never see the emissions test.

Read my earlier post <link> for what I consider to be your best plan of action, should our [CA] smog laws be adopted by your state [NY].

And on a side note, if you don't want to have CARB - type laws implemented in your state, please be responsible and run a functioning catalytic converter.

Polluting the air for the sake of 5 more hp is both disgustingly selfish and ecologically short-sighted.

If we don't keep our cars' emissions in check on our own, the State will step in and make us play by their draconian rules.
