this timing you are talking about is the amount of time it takes to get your car from a standing start (stopped) launched and travel down the 1/4 mile. 1320feet in 14 or 13 seconds is quick for a NA B series honda in anyone's book.

no your friend with a spoon engine DOES NOT have 250 to the wheels. Last I looked the spoon motor made something in the neihborhood of 227Bhp. Bhp is brake horse power it is also known as the flywheel hp of a motor. There is a frictional loss to the ground through the drivetrain of about 18-20% this is your wheel horsepower and what helps you accelerate in the real world.

No, B20VTEC is not easy to build, you cannot simply walk into a shop and ask for one. Fully built it will cost more than a spoon engine. 5700 for a longlock, yea the B20VTEC you may be able to do right for 6K with everything. A spoon motor in say a lightened civic hatch or CRX, you could say mid 12s would be possible with slicks. Keep in mind that the spoon engine is not made for the 1/4 mile. It is an endurance race motor, made for the mid to upper rpm power. That motor will BOG off the line. Geared properly, however... 12s. The CRVTEC is made for TORQUE. This motor is made for the 1/4 mile. There is a mildly tuned one on c-speedracing.com in an integra with some weight reduction which spun a 12.98 and 13.44 on street tires. It all depends on how much you can get to the ground without spinning and how much you can afford and what automotive talents you have available to you.

Also, FYI... a SOHC VTEC D16 with a turbo can produce about 195wheel horsepower and 160tq at the wheels with about 8lbs of boost. I have seen one make more than this, however he is not trying to make his motor last. He has seen over 200 and he pushes well over 10lbs... on stock internals... crazy. Fabio's car I have heard runs LOW 13s on stock Civic Si rims/michelins which gives him MUCH room to improve.
