95 Accord V6, getting some heat bleed through the system when the temp control knob is all the way to cold.

Is this a water-valve system or an air-mix? Any "known issues" with these systems that I should be aware of? New to Hondas and this car, but have been turning wrenches about 30 years. Any help would be appreciated.
