I would recommend Koni's with Ground Control. This is a good combo. I've driven a Prelude with this setup and the quality and performance is pretty good.
I agree with jc836. 19x7.5 is really not a good idea. 18" on a 5th gen are already huge, 19" is really pushing it. And you will definetly have issues with rubbing. But whatever you decide, coilovers is the way to go so you can adjust the height to reduce as much rubbing as possible.
After you lower your car, get it aligned right away. And as often as you can. Your toe and camber will be offset each time you mess with the shocks and suspension.
