No, the wheel not being able to turn is a sure sign of a bad bearing, or possibly hub. The bearing keeps the hub, and axle, "floating" so it stays smooth and turns free. If the bearing is bad, and u have problems turning the wheel when the axle nut is tightened(which the axle nut should be VERY tight normally), then replace that bearing, or hub asap. If you've already replaced the bearing, then I also say replace the hub because that can cause wheel bearing failure. Good luck!
