To check and see if the tie rods and tie rod ends are bad you need to jack the car up first and then on one side at a time grab the wheel firmly and see if you can wiggel it back and forth to see if there is any play in the wheel at the same time pay attention to the tie rod and tie rod end to see if either one of them move if they move then then they are bad. Even though you dont have power steering the rack can still be bad.
